About RT4D

The Regional Trade for Development (RT4D) initiative is funded by the Governments of Australia and New Zealand. It assists ASEAN Member States (AMS) in meeting their commitments and realising the advantages offered by the Agreement establishing the ASEAN-Australia-New Zealand Free Trade Area, or AANZFTA, and the Regional Comprehensive Economic Partnership, or RCEP.

Through the AANZFTA Implementation Support Program (AISP) and the RCEP Implementation Support Program (RISP), RT4D provides tailored support to enhance the capabilities of ASEAN Member States by strengthening skills, building networks, facilitating policy options and ensuring that trade benefits everyone, including Micro, Small and Medium Enterprises (MSMEs), women and people with disability.

The Governments of Australia and New Zealand have committed up to AUD 53.3 million to fund RT4D from 2020–21 to 2027–28.

Project Summary

The RCEP Implementation Support Program (RISP), implemented through the Regional Trade for Development (RT4D) Facility, supports ASEAN Member States to realise the benefits of RCEP through capacity-building support and access to technical expertise.

The project ‘Strengthening Awareness and Legal Literacy on Genetic Resources, Traditional Knowledge and Traditional Cultural Expressions (GRTKTCE) in Cambodia under RCEP’ is approved under the RISP. The project aims to support Cambodia’s Department of Intellectual Property (DIP), relevant national and sub-national government institutions, civil society organisations and community-based actors to strengthen practical implementation of RCEP intellectual property commitments relating to GRTKTCE through improved institutional capacity, legal literacy, inclusive community engagement and sustainable training resources. It will:

  • establish shared ownership, coordination and an agreed implementation approach among DIP, relevant government institutions, civil society, community representatives and other key stakeholders;
  • develop a sustainable national Training-of-Trainers (ToT) programme, including a GRTKTCE curriculum and Master Trainer Guide;
  • develop accessible, culturally appropriate and gender-responsive Community Legal Literacy Toolkit and awareness resources for diverse audiences, including Indigenous Peoples and local communities;
  • deliver a national ToT programme in Phnom Penh for approximately 50–60 participants from national and sub-national institutions, civil society organisations and community networks;
  • assess the competency and readiness of prospective Cambodian master trainers, with at least 30 participants expected to meet the required criteria;
  • pilot and evaluate one community legal literacy session, delivered by qualified Cambodian master trainers using the approved project resources;
  • finalise and disseminate the validated Master Trainer Guide, Community Legal Literacy Toolkit and related awareness resources through DIP’s online platform and appropriate non-digital channels; and
  • produce a Project Completion Report, project impact video and short promotional video clips to document project implementation, key outputs, results and lessons learned.

The Opportunity

RT4D is seeking a consulting firm/organisation (hereinafter referred to as “the Consultant”) to manage and deliver technical, event management, communications and multimedia-production services for the project, in close collaboration with the RT4D Facility and the Project Proponent. The project will be implemented in Cambodia at the national, sub-national and pilot-community levels between November 2026 and June 2027. The final Project outputs will be subject to comments, amendments, and approval from the RT4D Facility Team, the Project Proponent and Australia’s Department of Foreign Affairs and Trade (DFAT).
