About RT4D

The Regional Trade for Development (RT4D) initiative is funded by the Governments of Australia and New Zealand. It assists ASEAN Member States (AMS) in meeting their commitments and realising the advantages offered by the Agreement establishing the ASEAN-Australia-New Zealand Free Trade Area, or AANZFTA, and the Regional Comprehensive Economic Partnership, or RCEP.

Through the AANZFTA Implementation Support Program (AISP) and the RCEP Implementation Support Program (RISP), RT4D provides tailored support to enhance the capabilities of ASEAN Member States by strengthening skills, building networks, facilitating policy options and ensuring that trade benefits everyone, including Micro, Small and Medium Enterprises (MSMEs), women and people with disability.

The Governments of Australia and New Zealand have committed up to AUD 53.3 million to fund RT4D from 2020–21 to 2027–28.

Project Summary

The RCEP Implementation Support Program (RISP), implemented through the Regional Trade for Development (RT4D) Facility, supports ASEAN Member States to realise the benefits of RCEP through capacity-building support and access to technical expertise.

The project 'Promote Resilient Agriculture through Green, Bio-based and Inclusive MSME Business Models' is approved under the RISP.  The project aims to strengthen the capacity of Vietnamese MSMEs, including women-led enterprises and enterprises led or managed by people with disability, to develop and apply green, bio-based and inclusive business models that enhance their competitiveness and contribute to more resilient, lower-carbon and inclusive economic growth. It will:

  • improve awareness and understanding among agribusinesses and local communities of the economic, environmental and social benefits of sustainable, bio-based and inclusive business models;
  • strengthen the capacity of farmers, local communities and agribusinesses to understand and apply sustainable agricultural practices and bio-based solutions;
  • undertake a market assessment of green, bio-based and inclusive business models across selected agricultural value chains;
  • deliver two two-day training workshops;
  • provide tailored technical advisory, mentoring and validation support to up to three bio-based solution providers;
  • develop and document two scalable business models, with one focused on leafy crop value chains and the other on citrus fruit value chains; and
  • share evidence, implementation guidance and lessons learned to support replication and wider adoption.

The Opportunity

RT4D is seeking a consulting firm/organisation or consortium (hereinafter referred to as “the Consultant”) to manage and deliver both technical and event organisation services for the project, in close collaboration with the RT4D Facility and the Project Proponent. The final Project outputs will be subject to comments, amendments, and approval from the RT4D Facility Team, the Project Proponent and Australia’s Department of Foreign Affairs and Trade (DFAT). The services will be delivered in accordance with the requirements set out in the Request for Proposal (RFP) and Terms of Reference (ToR).

To ensure the above can be effectively managed and completed in alignment with the ToR, it is recommended that interested organisations have:

  • Qualified and experienced team: A suitably qualified and experienced expert or team of experts with sufficient technical expertise, organisational capacity and availability to deliver all research, technical advisory, capacity-building, communications and event-related outputs within the scope, quality standards and timelines set out in the ToR.
  • Green, bio-based and sustainable agriculture expertise: Demonstrable expertise in green and bio-based agricultural solutions and sustainable agriculture, particularly as applied to agriculture MSMEs, cooperatives and farmers, including practical knowledge of bio-based fertilisers and crop nutrition products, bio-based and non-chemical post-harvest preservation solutions, resource efficiency, low-carbon production and environmentally sustainable agricultural practices.
  • MSME advisory and technical support: Strong experience in providing practical technical assistance, training and/or coaching to MSMEs and solution providers, including assessing technical and business needs, supporting the validation and refinement of existing solutions, strengthening business models, and facilitating practical testing, demonstration and adoption.
  • Stakeholder engagement and private-sector experience: Proven experience in stakeholder consultation and engagement, particularly with government ministries and agencies agriculture MSMEs, cooperatives, farmers, business associations, solution providers, technical institutions and other private-sector stakeholders in Viet Nam. Experience working with APED/MOIT and relevant Vietnamese agriculture and MSME stakeholders is highly desirable.
  • Local presence: A strong local presence and demonstrated local capacity to undertake in-country coordination, field-based assessment, enterprise and farmer engagement, site visits, demonstration activities and event delivery across relevant provinces in Viet Nam.
  • Report writing and analytical capacity: Excellent analytical and report-drafting capabilities, including demonstrated experience preparing high-quality policy reports for government and/or international development programmes.
  • Workshop and event delivery: Demonstrable capacity and experience in professional event organisation, including the end-to-end planning and delivery of high-quality training and knowledge-sharing workshops, field visits, and related activities involving government agencies, MSMEs, technical experts and private-sector stakeholders.
  • Training, advisory and facilitation: Demonstrated experience designing and facilitating practical capacity-building and technical advisory activities, including development of training approaches and materials, coordination of appropriate technical experts and solution providers, facilitation of practical and peer learning, and effective engagement of diverse agriculture MSMEs, cooperatives and farmers.
  • GEDSI integration: Demonstrated ability and expertise within the proposed team to integrate GEDSI considerations into research, consultation and event delivery, including consideration of women, people with disability, MSMEs and other underrepresented groups where relevant and supported by evidence.
  • RT4D programme requirements: Strong understanding of and ability to operationalise RT4D requirements relating to Monitoring, Evaluation and Learning (MEL), GEDSI, communications, event management and program management throughout implementation.
