The Regional Trade for Development (RT4D) Facility supports ASEAN Member States to maximise benefits from the upgraded ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) and the Regional Comprehensive Economic Partnership (RCEP) Agreement. Under the operation of the RT4D, the Trade and Gender Equality Incubator (TGEI) with funding support from Australia’s Department of Foreign Affairs and Trade (DFAT) pilots ideas and methods, drawing on promising practice to advance gender equality in trade-related policy, technical cooperation, and development programming.

Project Summary
This project aims to advance gender equality in the practices and services of the Ministry of Industry and Commerce (MOIC) by strengthening its institutional capacity in gender mainstreaming. This will contribute to the Ministry’s efforts to respond to evolving national priorities and international commitments by fully integrating gender perspectives across its mandate. The proposed activities provide opportunities for MOIC staff and stakeholders to develop and finalise a ten-year gender mainstreaming strategy and a five-year action plan focusing on two prioritised sectors: trade facilitation and private sector engagement.
The project is expected to achieve two outcomes as outlined below:
The Opportunity
The RT4D Facility seeks a firm/organisation (the Consultant) to support the delivery of project activities between January 2026 to 31 March 2027. The Consultant will be responsible for completing the following outputs in close consultation with and subject to approval from the RT4D Facility and the Project Proponent.
- Output 1.1: A situational analysis and a stakeholder consultation plan.
- Output 1.2: A ten-year gender mainstreaming strategy (2026-2035) for two sectors: trade facilitation and private sector engagement.
- Output 2.1: A five-year gender mainstreaming action plan (based on the 10-year gender mainstreaming strategy) for two sectors: trade facilitation and private sector engagement
- Output 2.2: A report documenting technical assistance, lessons learned and recommendations for effective rolling out of the action plan.
This will include provision of consultants, organisation of workshops, and knowledge management and reporting.

General competencies and qualifications the Consultant should demonstrate include (but are not limited to):
- Skilled and experienced team of experts with the technical, stakeholder management, workshop facilitation, gender mainstreaming, bandwidth, and capabilities to support the RT4D Facility to deliver all outputs in alignment with the remit and timelines set in this Scope of Services.
- Demonstrable technical expertise and experience conducting research and developing gender mainstreaming strategy in trade facilitation and private sector engagement in the Lao PDR context.
- Demonstrable ability to provide project coordination and management support in the Lao PDR context. Such support should ensure that the Project Proponent and other relevant stakeholders in Lao PDR are adequately engaged and consulted throughout project implementation.
- Demonstrable experience designing, facilitating and delivering online and on-site consultations and workshops that effectively engage diverse stakeholder groups.
- Proven report drafting experience, with the ability to incorporate comprehensive feedback at multiple stages in a timely manner.
